I've been using City Bike Liverpool whenever I step foot in Liverpool to go to the climbing gym near Bootle for the past 8 months. It is easy to rent and there are a lot of bicycle stations established in most of the spot in the city of Liverpool.
There are two bicycle sharing systems available in Liverpool, one is the green coloured citybike (https://www.citybikeliverpool.co.uk/) by Liverpool City Council and another one is the red coloured Bike&Go (http://www.bikeandgo.co.uk/) which backed by Merseyrail, Greater Anglia and Northern Rail. The one I always use is citybike. Never try Bike&Go so far because citybike is cheaper.
Citybike rent will only cost £3 per day. You can rent it for a day or weekly or apply annual membership. Like any other bicycle sharing system you can take any bicycle of your choice at the station and you can park the bicycle after use at any citybike station. To book you need to register first through their website.
Once you have select option you want and online payment have been made, there will be pin code for you. The pin code is needed to enter at the machine at the station when retrieving the desired bicycle. After that the screen will show the code for bicycle lock for you to lock at place other than citybike station. Make sure to write it down or take a picture of it just like I always do!
The bicycle is properly maintain but sometimes if you are not lucky there will be some problem with it such as the seat, gears, etc. So that's why you need to check first before enter your pin code at the machine.
Bicycle lanes/ cycle way here are certainly provides adequate facilities for the cyclist but cyclist have to share the road with cars and buses, sometimes pedestrians.
This is differ from Manchester, the place I live right now. They are undergoing major road redevelopment to provide road for buses and bicycle.
I know it is unlikely that KL-ites will enjoy cycling under the hot sun and rainy day. One thing can be done is that city hall should provide public bath in strategic locations or have a building regulation which provide bathroom in office buildings for staffs who cycle to work.
